   I just tried to use the command
   plugin.getServer().getServitesManager().getRegistration(net.milkbowl.vault.economy.Economy.class)
   to get it
   
   but it doesn't work,it always return null.
   
   I tried to create a timer,but failed,either
   
   So how can I do else?

   What exactly are you trying to do? If you need to get the economy instance, just use the code that is on the main page:
