Throwable Blaze Powder (Shoots Blaze Fireball)

What I want:
I want to make it so that when you right click on blaze powder, it disappears an you shoot a blaze fireball (aka SmallFireball). No explosion, only fire (like blazes).
Commands: none
Permissions: blazefireball.shoot
When I want it: anytime next month

use a plugin called RPGItems.
You can create custom "consumable" items using this, and make the items drop from mobs (blaze) you can for example choose /rpgitem create fireball
/rpgitem fireball item blazepowder
/rpgitem fireball power fireball
/rpgitem fireball power consumable

then I'm not sure how but it's possible to force drop it from a mob. I'm very rusty with RPG items so I'm not 100% sure if that is correct but it's on the right lines and IS possible with the plugin. This will create a consumable blaze powder that is dropped from a blaze when killed and when right clicked it disappears and shoots a ghast fireball/fire charge? I think this is also compatible with WorldGuard meaning that you can disable use of it in different places. Hope this helps
