Problem/Bug Weird issue - Shield's Block sound does not play

It's silent when blocking an attack. The same world on a regular mineraft server jar plays it just fine. AFAIK the only thing I have done is swap server types. My server.properties are both identical.

I actually thought it might have been something a mod called "DynamicSurroundings" may have screwed up. I tried it recently and hated it so I thought it could have left a mess behind, but upon further examination this doesn't seem to be it either!
