Problems adding server resource pack

So I've successfully got the server tpack working but it only works for the first person to join the server, then the URL Address adds backslashes to the Direct Download link. I've added an example of what the link looks before and after:

Let me clarify a few things before anyone spits stupid responses my way, the links have been scrambled to prevent players from stealing the resource pack which will soon be available to the public. The link ONLY works for the FIRST player to join the server then it becomes corrupted with the backslash. There is no problem with the download until the backslash is automatically added due to the file being updated.
The URL works but the server.properties file keeps adding a backslash after a player initiates the first download.


EDIT: I tried changing 'http://' to 'https://' but it only worked for the first player to join the server.

First, why are you worried about people stealing your resoucepack? Not only do I not expect anyone here would want to steal it, but because you will make it public, it can't be stolen. You essentially giving it to everyone to be use by doing that.

You can try changing the server.properties to read-only. Doing that will prevent the file from being modified, so the server cannot add the slash to the link.
