Maintenance mode plugin.

Hello. I would like to request a simple plugin.
Plugin category: Admin
Minecraft version: 1.10
Suggested name: Maintenance mode
What I want: Kicks everyone trying to connect when maintenance mode is turned on except players with maintenance.admin permission.
Ideas for commands:
/maintenance on - Turns on the maintenance (There could be an optional time value like 1h or 10m that would show in the kick message)
/maintenance off - Turns off the maintenance
Ideas for permissions: maintenance.admin - allows player to join while server is in maintenance
Config: Kick message: Server is under maintenance. Please wait: %time%
When I'd like it by: ASAP
