Hey you can disable PVP at server.properties and type this command in console: /gamerule keepAllInventory true. But if you want a area for PVP? You need other server with other gamerule and PVP is enable. It hard to do that plugin when you can enable of disable if you in server.
None of what you said is what OP wants. It's relatively easy to make a plugin like this. When a player takes damage from another player, if they're on a list then don't do damage. If player dies and is on list, keep inventory. Someone will probably make this.

I'm sorry to say but this plugin doesn't work at all. Sure it does show it should have functionality, but maybe there is an error in coding somewhere? The commands did absolutely nothing, but only displayed text. It's been tested on all versions of 1.8 and Craftbukkit and Spigot. Oh and it also just enabled keepInventory and disabled pvp for everyone, no matter if on or off. EDIT by Moderator: merged posts, please use the edit button instead of double posting.
