CommandSkulls plugin

Greetings,
So basicly what i want is a plugin: that you can set a command for a player head, then if you right click it the command happens, i know, it sounds fancy, but it would be a nice thingy for my hub!

Command sugestions: /commandskulls addskull , *Then click the skull you want* , /commandskulls setcommand *command* , and then the command happens!

Permission sugestions: none

Aliases: SkullCommand, Skull, sCommand, SkullC.
Permission: skullCommand.staff.

Hmph... when i do /cs tool and then right click the skull it does nothing :I
