Blazes drop items when killed By water

What I want
Can someone plz make me a plugin that makes blazes 1-4 Blaze rods on death even when killed by water. I think this has been done before but looking on other websites and such gave me no answer and i would like one fore my factions server if you could possible make one fore me and post a link in the following comments that would be greatly appreciated THX.

Believe i have completed it. Might not work yet, but post any errors here. i have to go out, so i'll do any debugging later on!

um my server is 1.8 and your plugin is coded for 1.9 and will not work on my server this has been tested and did not work and if you cannot i will try and format it for the correct version thanks
