Broken Cannoning on 1.8.8 PaperSpigot!

Hi there, my server for some odd reason is not allowing sand to stack, for instance the sand hits the block and 4 pieces fall only 1 or 2 land and the rest break. Here is a video showing what is happening. If you could help fix it that would be great!
