Problem/Bug OPped player unable to build

    Hi,
    my friend who is opped is trying to build and is unable to. I'm sure they are opped because I've opped them multiple times, and she's able to do OP commands. I am able to build fine and she isn't able to. Help please?

    what server type? Bukkit, vanilla, 1.7.10, 1.8.1, 1.8.8? Forgebased modded server? Tekkit?
    Do you have any plugins installed
