Change effects (regeneration) of enchanted golden apples?

What I want:

Hello. I am wondering if any of you fine folk could make a quick plugin that changes the Regeneration from Regeneration 5 (V) to Regeneration 4 (IV)
Here is what it should look like:

Absorption 1 for 2 minutes (keep normal value here)

Regeneration 4 for 30 seconds

Fire Resistance for 5 minutes (keep normal here)

Resistance 1 for 5 minutes (keep normal here)

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: No permissions needed

When I'd like it by: Yesterday.

 

Here's what I'll do:

I'll cancel event when they eat the apple, take it from them, give them the effects you ordered and thats it.
