Since it seems like this isn't yet ready, I'll have an attempt at making this for learning purposes. EDIT! I have no idea when or if I will finish this, because I currently lack of knowledge to fit your needs. However, as other people have said that they will do it, you better hope they release this, or maybe I eventually come around to finish it one day soon, but do not count on that. I will try to figure it out for the learning anyway.
If you want i can help you make it , I recommend a repeating scheduled task, that checks every X seconds for users with an amount of mines over the one of the config. You can use a hashmap to store the mining values...
