Price and time limit for commands

Suggested name: PricedCommands (BuyCommands was taken, it's inactive though)

My story: I'm making a spigot server for my family, and I've spent days trying to find out a way to set a time limit for priced commands. I've managed to find an outdated plugin that prices commands which works with the vault economy and vanilla commands (I still have not tested if it works for other commands besides vanilla) but it does not have a time limit command. The reason I need a plugin that prices commands is because my siblings love to cheat in survival mode while I like having a challenge. I had a great idea to use the EconomyXP plugin with another plugin that could price commands so that we could work up to using cmds. The time limit idea is for commands that change a gamerule like creative mode and keepinventory so that in case we get in a pinch, we can issue commands that could help us for a limited amount of time. Commands that don't change a gamerule just need a price for it. By the way, the plugin called Essentials has cmd pricing and time limiting, but it only works for it's own commands.

I'm interested in seeing a plugin with the ability to price and make time limits for slash commands and command block commands. Don't try to find any one plugin that does this. I have done my research for sure. There may be a way to do all of what I need for my server by combining various plugins with tons of secret confusing commands, but all I want to do is have fun with my family. I'm still in high school, and I don't want to spend all summer trying to learn java to make a simple plugin like this. Thank you for taking the time to read this far. If your interested in making a plugin like this, then it could be used for servers extremely open to world interaction... or something like that lol.

What I want:
1) Make only 3 commands shown and described in the section below.
2) Make the plugin be able to price and set a time limit to any type of command whether it be vannila/bukkit/spigot/sponge/command blocks/etc.
3) Make the plugin Vault compatible.

Ideas for commands:
*I'm sorry if these command ideas are not set up in order, I'm not much of a programmer*
/pricecommand [slashcommand] 10 - this would set a regular slash Vanilla/Bukkit/etc. command price to 10 currency.
/pricecommand [commandblockcommand] cmdblock 10 - this would set the command block command price to 10 currency.
/pricecommand timelimit [already priced command] 10 - this would set the command's time limit.

When I'd like it by: Friday May 8, 2015 - Sunday May 10, 2015. Preferably sooner please. =D

...Pff, I goofed pretty big! That was the first plugin I installed for my server but there was a problem that I didn't want to deal with at the time.
