@MCSwicts Can't you just use an alias plugin. Create an alias for /spawn and /setspawn

 

Such as http://dev.bukkit.org/bukkit-plugins/sudoalias/

Also, commands.yml is in your server root directory. Same place as ops.json and server.properties.
