Filled Execute Command on Specific Number of Kills

Suggested name: KillCMDRewards

What I want: I've seen a lot of plugins on the bukkitdev plugins page that reward a specific number of kills with rankups and I've also seen a lot of plugins that offer command rewards for killstreaks.

What I'm looking for is a plugin that executes single or multiple commands when a player reaches a specified amount of total kills (without resetting on death). I also want this to have nothing to do with ranks; just a plugin that executes commands on a certain number of kills.

For example:

Player reaches 5 kills:
CMDs:
- spr p u {player} &8[&7Lv&c2&8]
- ctags player {player} &8[&7Lv&c2&8]
- pex user {player} add simplealias.alias.level2

Player reaches 15 kills:
CMDs:
- spr p u {player} &8[&7Lv&c3&8]
- ctags player {player} &8[&7Lv&c3&8]
- pex user {player} add simplealias.alias.level3

Ideas for commands: /kcr reload

Ideas for permissions: killcmds.reload
