Filled Permission effect

Suggested name: PermissionEffect

What I want: I'd like to see a plugin wich gives you effects with specific permissions and without Limits like

- permissionseffect.strengh.20 then you will have strengh effect Level 20

Ideas for commands: No commands needed

Ideas for permissions: permissionseffect.<effect>.<Level>

Extra Note, I will add a command to the plugin, but it will reset when the player logs out. You will need an external permissions manager.

can you make it configurable if it reset when Player logs out or if it is permanent?
what do you mean with external permissions Manager?

If you won't use an external permissions manager to add permissions to a player, I will have to make like a new mini permissions manager inside my plugin.

Erm reconfirming, I will not hook into for example essentials, but then it will still work if you add the permission using Essentials group manager.

can you add a command to increase or decrease the effects like:
/permissioneffect <effect> <+/-><amount>
e.g.
/permissioneffect strengh +1
