Ha! If he's that fast he should just create his own modding library off of net.minecraft.server code, make it Bukkit API compatible and release it. Wolvereness would have no claim on it. Easy peasy lemon squeezy.

You want to contact DMCA? I don't think you understand, DMCA is not a company or a person. It's a law (or something similar, idk, talk to a real lawyer).

 

Probably nothing. There are over 1,300 forks of the Bukkit and CraftBukkit code on GitHub.

You'd have to distribute it *and* get popular.
