Plugin Request Title Message

Hello everyone!
I have recently been looking around for a plugin that displays a message like this one (http://www.mvdw-software.be/wp-content/uploads/2014/10/titlemotdadvanced1.gif) when a player issues a command. So far I have found plugins that display messages but not when a player issues a command. It would be great if someone could develop a plugin that does the following:

• Displays a message upon a user issuing a command (for example: /tmessage message1 would find the message1 configuration in the config file). The message could be customized in the config file.
• The ability to change how long a message stays on the players screen for (5 seconds, 9 seconds, 45 seconds ...)
• The option to use color codes in messages
• The ability to broadcast messages to every player on the server

@NSPredator If you are using Maximvdw's image....

Atleast I won't recreate spigot's paid ressources (And I'm guessing other developers won't do it aswell)

 

I am not asking anyone to recreate paid resources. I am just using that image as an example of what I want the title message to look like (it doesn't have to animate). If you read what I want the plugin to have, you will see that Maximdw's plugin is very different to the one that I have requested.

I am pretty sure that TitleManager does this.

It is a Spigot plugin though
