What I want:
I'm looking for a plugin where you just can not jump over a piece you can so about 90% jump when the block is 100%.

Ideas for commands:
No Commands or else

Ideas for permissions:
__. Jump (That you can jump)

He/She means something like how a fence is. You can jump, but you can't jump high enough to actually jump over the block.

Basically he wants a plugin that lowers jump height by 10%.

You could use PermanentEffects (http://dev.bukkit.org/bukkit-plugins/permanenteffects/)
and specify the PotionEffect "Jump: -1"
