Suggested name: SellAllVillager

What I want: In this plugin you will take a villager and give them a name. using them you can set a single price and once that is made people can click them to sell every sellable block in that shop.

Also, skim-reading is much easier with paragraphs!

Ideas for commands: /sav create (name)
/sav set (block) (price)
/sav unset (block) (price)
/sav select
/sav tphere
/sav remove
/sav info

Ideas for permissions: sav.shop.use for common players and to create save.shop.admin

? As I said, you can use these two Plugins, they are exactly what you described.
But if you want Citizens Support, then you can use QuickSell and CommandNPC

By 'combine', I mean use both.
Setup a Villager/NPC with the appropriate Plugin and then let it execute the Player /sellall <shopname> upon right cicking.

What plugin are you going to use?
CommandNPC or CommandMobs? Either way, you have to take a look at its Plugin Page. I never used any of these Plugins before, I can just give you information about QuickSell.
