Swimming Stamina!

In regular minecraft, players can swim for-ever.
In my UHC hunger games, i dont like this- and it needs to change.

Here is the plugin idea, if some things are not possible, please tell me and (if you can) provide an alternative. Thanks!

When a player first enters water greater than one block high (and not in a boat) a timer will begin.
(the timer is not displayed and the player can not see the timer.)
after 30 seconds of swimming the player recieves the message &9You start to feel tired.
after 45 seconds of swimming the player recieves the message &9You feel very tired.
after 60 seconds of swimming the player recieves the message &4I need to get out of water now!
after 80 seconds of swimming the player can not swim any more- they can walk and jump along the ocean floor but can not swim.

This timer is reset when a player stands on a solid block out of water.
Permission- swimstamina.godswim
players with this permission do not get tired from swimming.

You need to put more detail into this plugin, There is not enough to go on.
There is no admin commands, No per world, No nothing, you have not indicated that you wanted this plugin to be for per world purposes. Please re-read over what you have asked and come up with a more detailed scale of what you wish for.
This is going to be released for public use. People would not want this plugin just as what you've described as there is nothing behind it, its just a plugin that stops people from moving in water, thats basically all i get from this.

 

as timtower said, there is no admin commands required. all it is is a plugin that lets players swim normally until a timer is reached, where (at that point) it disables them from swimming until they exit water. also, none of this snazzy 'per world' stuff is needed either ;3
