Spin attack

What I want: I basically want this but have it as an enchant and have a cooldown for the attack, for example with an item in my hand I do /spin attack Apply and it will put it on the enchant section of the sword, the enchant name would be 'Spin Attack'. in the config you would be able to set the cooldown time for the spin attack, for example:

#Config:
Cool down: 10 (seconds)
Cool down message: '&cYou cannot attack for another 10 seconds (Amount of seconds the cool down timer is set to)'

Permissions: none
Commands: /Spin attack apply (Puts it down as an enchant)

When I'd like it by: When it's done.
