What I want:
Config:
You can define a block as a Ticket Scanner (ID) and an item (ID ) as a
ticket.
You can also define how long the redstone signal shout be.

Ingame:
Set the Ticket Scanner, tip in /ts ts new and the block is marked as a
Ticket Scanner.

If you now, have a ticket, and do a right click with a ticket on the block, it will remove the ticket from your inventory and give out a redstone signal.

Ideas for commands: /ts ts new

When I'd like it by: ASAP.

PhlFREAK You could always make a command block clear a certain item with a certain name from a players inventory, and have a comparator next to it.
