This is a known bug from one of the recent updates. No help will/can be provided as no bugs/exploits can be fixed. The Bukkit project is at the end of its days. Mojang currently owns it and the community is currently leaving the project.

There are no previous versions, they were all removed due to a DCMA request.

Nothing, currently most devs are moving to a new project called Sponge, there is nothing available yet, its still being planned.

They are using a Protocol Hack, its an outdated server that tricks the client into thinking its updated. This can lead to a lot of bugs on both the server and client. Spigot is a mod of Bukkit that does this, but its unsupported here and is being affected by the DCMA too.

There's still some working download links. Downloaded everything I could a few minutes ago.

And that, good sir, was my source. :p

EDIT: The reason I grabbed everything possible was that that part of the site is under Bukkit/Mojang control and could be shut down at any time.

Bob, your Bukkit builds are great. They are not runnable I realized, but they are source code.

Gamecube, I will test out your builds.
Hadn't had a chance yet. (Thank You ahead of time.)

I don't have that  Sorry.
I only have what was available on what remains of the Bukkit Repo.

I don't have a server version for that, either I din't back up that version or my server wasn't on it.

Edit: Also, Spigot build #1649 is valuable now as its required for an Updater for the new Spigot versions.

    I saw that.
    Sounds great.
Is the spigot downloader connected to a private database?
