No Command Sign Permission Plugin request!

Suggested name: No Command Sign Permission

What I want: A plugin like command signs yet you don't need the permission to use it so if I right click the sign I don't need to give permission to that rank they are in. Ik you may be able to do this but I don't know how if you can.

Ideas for commands:
/cs add (command) - Adds that command you cant see the command on the sign Default you need the permission
/cs nopermission - you need no permission for that command when added on the sign
/cs price (amount) - how much money you need to use the command sign
/cs cooldown (amount in sec) - cooldown until you can use the sign again
/cs edit (new command) - replace the command on the sign

Ideas for permissions: cs.use - to use a normal sign you need permission
cs.nopermission - you need no permission for the sign
cs.make - you can use all commands
When I'd like it by: Very Soon.
