WorldGuard "exit" flag too strict, looking for alternative

    I have small private server in which I have 2 main worlds. One is creative, which is basically just a trophy hall for pixel projects, and the other which is basic survival.

    I have used WorldGuard to set a region within the creative world and used exit flag to keep any non-owners within a certain area. Unfortunately this also keeps them in this world, and does not allow them to go back to the survival world. I also have an area within the creative world in which I would like to keep people out of. I use this area to record pixel builds and I wouldn't want people flying through the background during the recording.
    What I am looking to accomplish:
    • people to be able to explore the creative world
    • WG to keep them within a certain distance from the spawn
    • people be able to warp to point outside of region in same world,
    • warp from one world to the other while inside region,
    • be able to use /spawn or /home while inside region
    I have tried toying with priorities and creating regions in which a person may exit. It worked the first time because I was in the region when I created it, if I leave the region it does not let me back in.
    Is there any way to do this with WorldGuard? Are warp exceptions possible?
