Uh, kind of confused on what you want to do.
Use some punctuation in there. :S

Just setup an Admin group in permissions, and in prefixes add [Admin] or whatever you want.
You need to download a plugin like iChat to use colors.

Ok because i want it so that, Admins overides OP.txt so you can do everything the OP can do without having to be op

Wouldn't it be easier just opping, them as it will still say [Admin] by there names.

You should try using essentials groupmanager. You can give individual commands or assign them to a group where they can make new groups, change groups, change the color of the groups.. ect ect the list goes on. But I think this will be your best bet for something close on what you want to do.

Permissions by itself offers next to no functionality by itself, you need other plugins for colors and stuff. see iChat, HeroChat or nChat

I see no problem understanding what he wants. Groupmanager/Permissions offers color coding and prefixes for groups (you don't need iChat for that!). But it won't change colors for people in ops.txt. Actually ops.txt overrides everything Groupmanager does. When someone is in ops.txt it doesn't matter in which group you put him in, they always have all permissions and a red [Admin] in front of the name.

So the question is, do we even need ops.txt at all with Groupmanager/Permissions installed?

Ops.txt is still useful for giving people the server stop/save functionality, but if you use something like commandbook with GM/permissions then you really only need to have a single person Oped since all the other Ops commands can be given through commandbook.
