Why are you thinking there's a problem with bukkit.yml? Your permissions.yml in the PermissionsEx folder is the problem. Paste it into http://yaml-online-parser.appspot.com and you can see where the errors are specifically.
o: thank you, it says "ERROR: unacceptable character #x009d: special characters are not allowed in "<unicode string>", position 3815" But I'm unsure where this is and where "Position 3815" is.. this is my permissions.yml http://hastebin.com/nelacuqula.sm
OK. Fixed version here-you had some special characters like 'å' in your helper prefix. Just copy and paste that into your permissions.yml file.
