Tekkit error: "You are not allowed to modify/obtain this item"

Hi there,

I know I'm on Bukkit, talking about Tekkit, however do know I posted this on the Technicforums 2 days ago and I've found no one that could help, so I'm hoping someone else here might have a clue...

Every time my users want to place a Cobblestone pipe (any buildcraft item for that matter), they are faced with that error.

I thought it was Tekkit Restrict, but I checked all of the config files and not only are the pipes not banned, that message doesn't exist in any of them, so I'm currently at a loss.

Anyone know what causes it?

Oh man. I had this ages ago when I ran a server. Sadly I don't remember the fix :/

Can you post your config? and log if it says anything in it.
Also mods, etc

EDIT: I don't remember much, but perhaps they do not have the correct permissions?
