IslandWorld plugin: Islands are not protected from grief

I recently installed this plugin, and it works just fine other than two things:
1. Everybody can grief anybody else's island, no matter if I set the island to protected mode or not.
2. PvP is enabled everywhere, even though I disabled it in the configuration file.
