I have a server that runs on CB 1.6.4-R2.0 and have seen a few plugins for CB 1.6.4-* that have Vault as a mandatory dependancy. I have been searching for a version of vault that is compatible with CB 1.6.4+ but haven't found any yet :( . I thought that Vault stopped being updated after the 1.6.2 release.
Can anybody please tell me if I did something wrong? (Or thought something wrongly)

As of right now (or as far as I know,) everything should still be working. Just because the plugin is outdated doesn't mean that it won't work. :)

^^^^^^^^^ If vault was completely discontinued it would be like the end of the world for minecraft servers

Does that mean that anybody could just use the 1.6.2 version even if they run a different minecraft version? (like, in my case, 1.6.4?)

I see what you mean there. Quite a lot of plugins run off of Vault, and without that.... Another developer would have to make another API plugin.

Yes, you can use a different Vault version with a different Minecraft version. It doesn't mess with any changes in the build. :)

Vault shouldn't break simply because of a new server version, it uses very little that could cause it to break short of Bukkit removing key API features. The only thing that you should not do is attempt to use a newer version of Vault on an older version of the server as Vault includes an item searching database.
The only time updating Vault is actually necessary is if you need access to the new items added in a major patch, or if there was a bug in one of hooks you use and it is resolved in a newer version.
