Advice on user group upon login

Hello!

I am not always able to be online in my server.
We get a few new members a day, and I set up my PEX to have them login as the group 'Guest' in this group they can only chat.

Does anyone have a good idea as to how to go about automating Group promoting?

Should a make a room with all the rules that they have to read before they can tele out?
