Looking for someone to remake a plugin from source code

I have a source code of a plugin i don't know how to make a plugins so if someone can do this.

We are not able to recreate a plugin using someones source code without their permission.

 

he released the source code when his server shut down to his private plugins

Typically, if there's no license attached to the repository it's proprietary. Granted, if you know the guy, get express, electronic (not verbal) permission.

Just by interest: what is this plugin doing? You can buy those signs, which are pre-setup in the config with pre-defined text?
