problems about animals in Bukkit server 1.6.2

Hello Guys !
Firstly , Sorry for my English , It's not my mothertounge so i might have some mistakes , please forgive me .
Secondly

I have set up a bukkit server , using #2866 . In my server , i can't make animals to breed , i feed pigs with carrots , nothing happen , i feed Cows , Sheeps with Wheat , nothing happen , I can't even spawn animals by Eggs ( but i can use eggs to spawn zombies , skeleton , creepper , etc... )

Can you guys tell me what my problems is ? is it server problems , or my fault in setting up the config ? Please show me the solutions .

Hey guys , i need some help here

 

I know of a plot server, Has this but thats because hes disabled selected mob spawning. You can spawn

Zombies, Skeletons. Nothing else. I cant help much as into how it looks or should look. But making sure mobs are enabled might help
