Files would be uploaded to hosts at server connect? idk if anything like this is possible. Sounds would then need to be invoked in game, more ways the better.

Files could be very small, openal or something. File size limit of the smallest you could make a semi-clear sound for about 5 seconds max(?) would be fine. Upload would be almost unnoticable if u kept a cap on the total. This idea came from half-life server concepts, but who knows with minecraft :)

This could add incredible effects to a server.

Hmm well seeing as the sounds or minecraft are client-side not serverside, anything short of everybody downloading some sort of outside program to be able to hear it your out of luck, though earlier i did come across a plugin that can play music over the server, though it was constant not if you just joined and it required an outside program to be installed, you would also be forced to download the music file to hear it, i for one would not like to be forced to download stuff upon entry but to each there own.
