HELP!!!!! Citizens not working!!!!!

Okay so I recently got Citizens2 right? Well, I looked on the wiki to find out how to create a NPC (/npc create bob) I did that and guess what.. Didn't work. I get "Unknown command. Did you mean: /npc path" well then I tried 10 other version of citizens didn't work. I tried updating vault. Didn't work. I added all the Citizens permissions, didn't work. I posted on 2 other forums, didn't help.
I am very mad and don't know why it's not working. Can you help?

 

First off, make sure you have the latest build. Make sure that you are op and then type /npc help. What happens?

 

The same thing comes up and I have already tried to update it.

COULD SOMEONE HELP NOBODY HERE IS USEFULL

Please tell us specifically what build number you are using, and please provide the server.log so we can see if any useful errors appeared.

Also, please calm down. You shouldn't really bump threads multiple times in a 24 hour period; 1 hour in your case.

 

BGxTempahh - Please learn to read plugin wikis. People spend a lot of time writing them to help people. Defeats the purpose of them if you are just going to throw a fit until someone just give you the answer...

Didn't work, I read the wiki, I am using the latest version, you just don't know how long I have been trying to do this. A week. And the same problem hours a day trying to fix.

You need to get Vault because thats why some of my plugins dont work

 

Already have and I updated it. I have had it for awhile and that doesn't help.
