stop ur server then go to ur ban list then add the plaYERS TO IT THEN START UR SEVER THAY CANT HACH U ENY MOER
m00jok3rs Blocking their username wouldn't work, as the OP stated "and new names". Banning their IP wouldn't be helpful either since the hackers could easily just change the IP they use, or if it is dynamic, even easier.
Since they log in with new user names it can be assumed that you run with online-mode=false. In that case I'm sorry, but nobody can help you. You need to set online-mode=true in case you want a secure server. (To be clear, your problem is directly caused by online-mode=false and there is no other fix available than online-mode=true)
well I found out who was hacking it was my admin ,he gave them op and they used http://dev.bukkit.org/bukkit-plugins/sentry-citizens2/ I was trying to ban npc he lost his job.

In opposit to you I tried to help him, based on the information he gave us. However, I can't know that a admins trolls him with a plugin, that is not listed in his headpost.
Them staff. :/ Make sure (even close friends) don't have op or /op command. I see this is then a Solved problem.
