Right now I own a survival server, not factions. I have the factions plugins so I can use safe-zones to warn players of PVP. When new players join they keep asking for the factions permissions because they can do /f, but I am just using the plugin to warn for PVP. Is there a plugin that where can set a regional message?

there are enough tutorials on youtube.com or google.com, it use worldedit to work, just select a area, and do /region claim <name of region>. Then you do /region flag <name of region> pvp on/off and /region flag <name of region> build deny/allow.
Use worldedit and worldguard. Select a region then do: /region define <name it whatever> then /region flag <the name> pvp <allow or deny> then /region flag <name> greeting <message to tell them when they enter that zone>
