Swamps like mcpvp with TerrainControl

Hello guys,

since a few days I have got an own Hunger Games Server with almost self coded plugins. No I want to make the swamps similar to mcpvp ones.

I'm using TerrainControl and tried this: https://dl.dropboxusercontent.com/u/73178331/SwamplandBiomeConfig.ini, but
I always have got lots of lakes. What do I wrong?
