I get really annoyed that my health doesn't regenerate unless it is at least at 9 or 10. I was wondering if someone could make a plugin where health regenerates all the time, no matter how low the stamina is, it would just regenerate at a slower rate when you only have 1 or 2 stamina. It would also be nice if the plugin allowed you to have 0 stamina and it wouldn't take your hunger bar to 1/2. It would just not regenerate your health at all, and you would not be able to sprint at all until you got 1 or more stamina back.
atm your best bets would be to disable Hunger with http://dev.bukkit.org/server-mods/nostarvation/ or http://dev.bukkit.org/server-mods/nomorehunger/ atm there is no way of dealing with natural regeneration with having to set up a timer or something of the sort well not that i see and some other dev may come in here and say blah blah im wrong... who knows lol but that's the best answer i can give you Intel a someone finds interest in this project

here nuke21 i made this for ya it's nothing big all this does is when you start dieng from starvation it puts a 2 sec regen potion effect on you <Edit by Moderator: Redacted mediafire url> there is only limited amount of events to pick from and picking an Event like PlayerMoveEvent would just spam the hell out of player with that potion effect lol
