Dropped/Mined Blocks/Items Not Stacking

Hey guys,
It's HDfunctions and recently on my server I just noticed that mined/dropped blocks/items aren't stacking like they should be.

 

Not really all that descriptive at all, what's not working as is should be (about the stacking).

Is it not stacking at all, or is it stacking within small range.

 

Also what plugins you use as well because various plugins including but not limited to NoLagg have options to display stacked item drops as a single item to save performance, etc.

 

Mining: Before it was--you mined a block, mine another of the same block, the block mined before (the first) would teleport (stack) to the block you just mined. Now, none of that happens.

Dropping: Before when dropping items, you couldn't spam drop items so it would stack as you throw the same item right after the other. Now, you can just spam drop all you want.
