I wouldn't use pluginsbaker, it isn't updated. Also, for portals, I wouldn't go with iGate, it is out of date.

How about providing us with the list of all your plugins?

The rest don't matter I think it only started to do this after I installed pluginsbaker and vault

Or how about reading about a plugin's features before installing it, and thus being fully aware which plugin does change the log-in message?

How about I did that and nothing in the plugins mention about it. Plz if you don't have a solution to say that will help me plz don't comment at all. I'm looking for a fix not stupid remarks.

    Uninstall the plugin.
I don't know what Pluginbaker are, but if it makes a welcome message, you should use Essentials.

Disable the messages from OnTime in the messages.yml found in your OnTime folder :)

Would like to point out this is the correct answer. Although, in some recent builds and older ones, the disabling of the message does not work. On top of disabling them, i would delete the message also.

Go into the OnTime/config.yml and at the top you will find the " < your server name here> "

This started to happen because you installed vault. Until then OnTime has been non functional because Vault is required for OnTime.
