I cannot build

I made a server and I can't build in any world.
I have CraftBukkit 1.4

I can only place blocks and I am opped.

What mods are you using? one you are using may conflict with your server.

 

I'm not using mods, but I think you mean plugins.

WorldEdit
GroupManager
JustWarp
Factions
Lockette
Multiverse
SimpleZones
xAuth
Vault

That's about it.

 

are your controls correct? like your "use button" and "break button"? Also are you on gamemode 1 and not gamemode 2? gamemode 1 is creative mode, 0 is survival mode, and 2 is adventure mode. In gm 2, you can't break or place any blocks; all you can do is interact with mobs , chests, and doors.

 

are you getting any message when trying to build?

Wait i'm on creative, and can destroy blocks but cannot place blocks.

This is not solved.
I can break blocks, when i place blocks it removes it.
