   We (still) use AutoMessage on our server. It hasn't been updated in quite some time, and there may be better plugins out there by now, but it still works and it's simple enough.

   imaxorz

   I use and recommend AutoAnnouncer and ScheduledAnnouncer both are great and easy to use. Both are active and are being updated.
