Permissions Not Working

Whenever someone goes on to my server, they try to use commands like /warp (which is absolutely necissary) but they always get the message: You do not have access to that command! And in the console it says something like:

[WARNING] (player) was denied access to command.

I have used PEX, bPermissions, GroupManager and now I am using PermissionsBukkit because I thought it was working for a time but it isn't now and I just don't know what to do. Here is my PermissionsBukkit config.yml file:

Ok so I logged on to my server as OP and tried to get the players in each of the groups and it kept saying there is no such group as Owner or Admin or Basic. I don't know what to do.

I can switch if you think it would help. I really dont care what plugin i use as long as it gives me permissions and groups!

 

If you want to. It would be a lot easier considering that most people use PEX

 

Yeah but it didnt seem to work at all with me:/ Well I fixed the problem with the groups not showing. Since I have the users first and the groups second, it stopped reading it when it encountered an error in the users (not enough spaces from jamilneilsen to asiandumplings) But now it doesnt say I am in owner even though that is what it is set to. Odd. Ill check it out more.

Found the problem by adding myself to owner in game. I used to have it right but I changed it when I saw a tutorial that had it differently. It wanted:

groups:
- Owner

Instead

But I still need help because not everyone is able to do stuff! Maybe they arent being added to the Basic group even though it is the default?

Ok so it isnt that it doesnt let players do all commands, its just that certain commands arent allowed for some reason. When they try something that isnt part of essentials (I havent tried everything that isnt) it shows the message it should or does the command. Must be a problem within essentials. Does essentials have a separate permissions handler?

ok so I fixed the problem by uninstalling essentials and using commandbook instead
