Can't craft certain recipes!?!?!?

I have recently ran into an issue where random players can't craft certain things (mainly redstone recipes and paper). I just updated to the newest recommended build and its still happening. Has anyone seen or heard of this? I am not sure where to look or what to do. I am currently running on recommended build 531 with the following plugins:

Any help would be much appreciated.

 

I had an issue like this a while ago and the fix was to try new items. Toss out all the old ingredients and try newly mined or given items.
