   if you know about intoxicated drug server you need to go out far from the city and in the city you cant attack others but in outside of town you can i want plugin that has pvp and some area with no pvp

   Definitely need to do some searching. You can use izak's suggestion (WorldGuard), or you can use one of the numerous PvP region plugins that already exist.
