My server has recently been stolen, though I got it back, I don't want it to happen again. I thought of a plugin that allows the owner of the server to allow only users he listed in a config file to op. This would mean that only you and anyone you list can op. So even if another person is an op, he cannot op others unless he is on the list. This would prevent new mods/griefers from opping others to grief. It would be lightweight, and easy to work. I would do it myelf, but I have no coding experience. If you want to take this up, please PM me, I would like to use it on my server.
just use permissions (i recommend PEX), make a group called OP and give it all permissions EXCEPT the opping permission
One problem, there isn't a permission for opping, it is a default feature. Please correct me if I'm wrong
