Rank defined area access and auto commands

I'm looking for 2 separate plugins that I know exists somewhere out there but I don't know where to find them so hopefully someone can help me out

First plugin just would run a certain command after a certain amount of time. Example: /rb rebuild
would run every hour as long as the server is on.

Second is a plugin that would give everybody a rank like level 1, level 2, level 3, Vip... And areas of the spawn would be protected so that only a certain rank and higher could access it. But people are able to buy ranks and each rank cost more than the last. I hope that makes sense.
If anyone knows any plugins that do this (I know there out there i've seen them other servers) than please tell me.
