        Because they want a plugin made, and I happen to know how to make plugins. Although the plugin requests forum would be more suitable. Besides, why shouldn't they at least ask, the worst I could say is no.

        It's the fact that they can't at least learn Java on their own. If they did, I wouldn't be so harsh on them. These are the kind of people you talked about in your post about new developers .

        Although, these people aren't directly the people I talk about, you are correct in that they sure as hell can lead to them. When server owners take developing into their own hands and only want their single plugin done, they won't want to do any of the boring stuff which isn't related to the plugin they want. I can't go into to much detail on that here though.

      I'm a youtuber with a machinima partnered channel, I do parkour videos and I'm planning to open a parkour server. We've been working on it since June 2013 buildings maps, getting the custom plugins done... Problem is, our coder got busy and can't help us anymore so we're looking for someone else.
